估计赢面还是比较大的,因为廸耐有责任维持该系统数据的完整,所以有很强的依据,使用没有授权的软件,可能破坏数据完整。

KUALA LUMPUR: – Dagang NeXchange Bhd (DNeX) and Asia-Pacific Model E-Port Network (APMEN) have launched SmartFTAX, a one-stop free trade agreement (FTA) service.

The service is aimed at helping businesses benefit from FTA preferential tariffs in a more efficient way by enabling them to check the rules of origin, document requirements and preferential FTA tariffs as well as to calculate tariff savings, DNeX said in a statement.

Targeted at exporters and importers, the service is expected to be available by year-end through a monthly subscription.

SmartFTAX was launched earlier today in conjunction with the opening of the 4th Asia-Pacific Economic Cooperation (APEC) Public-Private Dialogue on Advancing Trade Facilitation and Supply Chain Connectivity through APMEN held in Xiamen, China.

The launch of SmartFTAX was a follow-through from a memorandum of understanding signed in March between DNeX with APMEN Operational Centre to work towards more efficient cross-border trade between ASEAN and China.

DNeX Executive Director Datuk Patrick Wong said SmartFTAX would be able to help businesses, particularly the small and medium enterprises which had no internal expertise to manage FTA compliance, gain savings from preferential duties and sourcing for better materials from countries of origin. - Bernama

(吉隆坡10日讯)迪耐(DNEX,4456,主板科技股)成立自由贸易协议(FTA)服务,简化和提升东盟市场与中国的贸易活动。

迪耐昨天发出文告,该公司与亚太示范电子口岸网络(简称APMEN),联合推出一站式自由贸易协议(FTA)服务,名为SmartFTAX。

迪耐指,目的是为了协助企业能够更有效地从FTA优惠关税中受惠,让业者查阅相关条例、优惠FTA关税资讯,以及预算关税节约额。

这项服务专为进出口商而设,预计在今年杪前开通,业者能够通过每个月订购使用相关服务和取得最新资讯。

SmartfTAX的推出,是迪耐与APMEN运营中心在今年3月份签署了解备忘录后的成果,目的是促进东盟与中国之间更有效的贸易往来。

迪耐执行董事拿督黄锦贤在文告指,SmartFTAX将协助企业从优惠关税中受益,特别是内部没有专业人员执行相关操作的中小企业,可通过该服务从国外购入更好的材料。

该平台昨日于中国厦门举办的第四届亚太经济合作组织(APEC)公共与私营对话开幕式上一同推介。相关对话旨在通过APMEN推进贸易便利化和供应链互联互通。

首个智能优惠关税系统在沪上线

近日,全国首个智能优惠关税系统(SmartFTAX)在上海市商务委员会官网、中国(上海)国际贸易单一窗口平台、中国(上海)自由贸易试验区官网同时正式上线。上海市商务委主任尚玉英、上海海关关长高融昆、上海市口岸办主任张超美等共同出席了启动仪式并致辞,200多家外贸企业参加了活动及培训。

自由贸易协定是两国(地区)或多国(地区)间签署的旨在消除贸易壁垒的经济协定,它最直接的红利是货物贸易的关税优惠。目前中国已与64个国家(地区)签订了18套区域贸易协定(包括16套自由贸易协定和2套优惠贸易协定)。优惠关税的适用范围非常广泛,但规则复杂、合规风险和人才匮乏导致外贸企业特别是中小企业未充分利用优惠关税。

由上海亚太示范电子口岸网络运行中心自主研发的、拥有独立知识产权的自由贸易协定优惠关税应用系统,可以为企业提供自由贸易协定优惠关税的一站式查询及应用解决方案,包括关税税率查询、原产地规则查询、商品税则查询、检验检疫要求及贸易监管单证查询等功能。企业可以简易快捷地了解到哪些进出口商品可以享受零关税,以及如何合法合规地享受零关税,有效协助企业充分利用FTA优惠关税。

上海亚太示范电子口岸网络运行中心(APMEN)是2014年11月亚太经合组织(APEC)第22次领导人非正式会议批准实施的一项贸易便利化倡议,旨在推动亚太地区主要贸易口岸数据互联、互通、互用。目前APEC21个成员经济体中11个成员经济体的19个成员口岸已经加入了网络。APMEN主任黄峰现场透露说,FTA智能优惠关税系统的国际版正在同步开发中,计划在今年9月完成开发,并在马来西亚国家单一窗口DNeX平台上线。系统计划会在11月中国国际进口博览会期间,推广至更多东盟国家,使中国-东盟的贸易企业可以在开展跨境贸易时有效运用中国-东盟自由贸易协定优惠关税政策,享受贸易福利,降低贸易成本。

上海市商务委主任尚玉英致辞时表示,FTA的谈判非常不容易,其成果未能很好很快地惠及企业。目前整个国际贸易格局发生了深刻的变化,贸易保护主义抬头,希望通过推出的全国首个自由贸易协定智能优惠关税系统(SmartFTAX),大幅提升FTA项下的优惠关税以及零关税的使用率,帮助进出口企业特别是中小企业降低贸易成本,让企业能够用足用好FTA的红利,不要让自贸协定零关税的利好放空。

上海海关关长高融昆也表示,FTA对象国进入中国市场的情况有完整的统计,但是中国产品进入到FTA对象国的优惠关税使用率,目前还缺乏相关数据。优惠关税的平均使用率只有76%,原产地规则过于复杂,企业甚至政府部门不熟悉如何使用规则,亟需这方面的技能普及和推广。成功上线的智能优惠关税系统,可以为企业比较同一编号产品适用的不同自贸协定间的关税税率,并能根据进口货值预估节税总额,给出最优方案。同时也提供原产地规则的全套解决方案以及原产地证书单证模板与填制规范。

SmartFTAX系统的建设被列入上海市2018贸易便利化十八项重点工作,上线后首先提供中澳、中韩、中瑞、中国东盟、亚太贸易协定五套FTA优惠关税的查询。明年6月份将提供中国目前已签署的所有FTA和RTA优惠关税的查询。该系统的上线是上海市商务委等部门落实国家自贸区战略、推动上海自由贸易试验区建设的又一创新成果;是营造良好的跨境贸易环境,提升上海整体营商环境的重要举措;是应对中美贸易摩擦,帮助企业降低贸易成本,保持上海外贸稳定发展的有效对策。

Under the MoU, DNeX and APMEN Operational Centre will seek to energise trade between these countries through the adoption of a comprehensive and innovative cooperation programme.

The scope of cooperation includes support for small and medium enterprises (“SMEs”) in ASEAN to export to China market and helping them reduce trade costs through such initiatives as synergising APMEN Operational Center’s FTA application system and South East Asia Logistics Network (“SEALNET”), a Web-based one-stop portal for total cargo and trade management services from DNeX.

SmartFTAX was launched earlier today in conjunction with the opening of the 4th APEC Public-Private Dialogue on Advancing Trade Facilitation and Supply Chain Connectivity through APMEN held in Xiamen, China.

“We are excited with the launch of SmartFTAX, which is a result of successful collaboration between DNeX and APMEN to deliver on planned initiatives,” said Dato’ Patrick Wong, Executive Director of DNeX.

He said SmartFTAX will be able to help businesses namely SMEs who do not have internal expertise to manage FTA compliance, gain savings from preferential duties and sourcing for better materials from countries of origins.

Touch ‘n Go releases more details of RFID toll system

Touch ‘n Go held a media briefing today explaining the finer points of its radio-frequency identification (RFID) toll payment system, which is currently in the public pilot phase. The company added a few details to those that were initially released and gave a few hints about the future of the programme as a whole.

The pilot kicked off on September 3 ahead of a full-scale launch in January 2019, after a month-long registration process. Touch ‘n Go said that over 100,000 people signed up for the programme, although only 10,000 were actually approved.

As a recap, the system uses a sticker affixed to the car, either to the windscreen or one of the headlights. Users who pass through an RFID toll lane will have the toll charge deducted from their Touch ‘n Go eWallet, a digital payment system that you can top up through a smartphone app (iOS here, Android here) – and no, it’s not connected to your bank account, so don’t worry about it wantonly swiping money from you.

Each sticker is tied to a particular vehicle, which means that if you want to use the system on multiple cars, for example, each one will need its own RFID sticker. It’s also tamperproof and removing it from the surface it’s affixed to will render it inoperable, so thieves can’t just steal the sticker to use on their own vehicles.

Say goodbye to reversing at tolls

Touch ‘n Go CEO Syahrunizam Samsudin said during the event that the company sees the system as a service instead of a device, and that the move towards digital payments is a way for it to recognise individual customers rather than a bunch of cards.

This ability to track users brings a few benefits, not least the fact that you will no longer be stopped at toll plazas when you have insufficient balance, as the company will simply dock money from the eWallet once it is reloaded – no more forcing others to reverse for you. However, you will then have to reload immediately, as entering another toll without paying up first will cause you to be blacklisted from the service.

Subscription fees instead of a one-time payment?

Many will doubtlessly wonder how much it will cost to buy into the RFID system once it gets up and running. For now, pilot users won’t have to pay anything for the privilege of sailing through toll booths (except the toll charge, obviously), but the company has yet to reveal pricing of the final product.

However, the repositioning of the system as a service means that it could be offered on a subscription basis with a monthly or yearly fee, rather than a one-and-done purchase as was the case with SmartTAG devices. Such a plan would enable customers to easily upgrade to the latest RFID devices as they become available – the company is working on improvements to the system.

Active versus passive

Touch ‘n Go is aware of issues with RFID stickers on tinted windows, which necessitated the option of a headlight sticker. Syahrunizam said that problems with reading RFID signals only occur through metallised window film (the stickers work fine with regular tints), and that the company is considering metal RFID tags to get around this issue.

A lot of people have also questioned the company’s decision to go for a passive RFID system instead of an active system that utilises a powered transponder to boost the signal – the latter is used in Singapore’s Electronic Road Pricing (ERP) system and would not only eliminate the tag reading issues through metal but would also allow for higher operating speeds.

Essentially, the decision centred around cost, with Syahrunizam putting active RFID systems at around five times the cost of passive systems. The convenience of not having to use batteries or an external power source was also one of the reasons given for choosing a passive system.

More fitment options incoming

Currently, customers can only have the stickers fitted at five designated centres around the Klang Valley, including the Customer Experience Centre in Bangsar South, the New Pantai Expressway (NPE) Pantai Dalam toll, the Awan Besar R&R on the KESAS Expressway, the Besraya Highway Loke Yew toll and the Maju Expressway (MEX) Salak Selatan toll.

More locations will be introduced soon, and these will be expanded to include petrol stations, likely with the help of mobile fitting stations. Touch ‘n Go also plans to engage carmakers and dealerships to have the stickers fitted as standard on new cars, and it is looking at the possibility of offering a “premium” home fitment service as well as self-service solutions in the future.

SmartTAG to remain in service

Many have expressed concern over whether SmartTAG – sales of which were discontinued last month – would be replaced by RFID. This would leave plenty of motorists with inoperable devices, including the built-in readers on the latest Perodua Myvi. Syahrunizam said that it wouldn’t be the case, saying that the RFID system will instead be used to phase out the Touch ‘n Go cards first.

He added that if the government does go with a Multi-Lane Free Flow (MLFF) system in the future, it will likely utilise both SmartTAG and RFID systems. The company has previously stated that SmartTAG will continue to be used for the foreseeable future, until further notice.

Prospective and current customers can learn more about the RFID programme through the official Touch ‘n Go website and the TNG Careline. The company has also set up a dedicated microsite for participants, as well as a closed Facebook group where it will share updates regarding the programme.

Malaysia may implement VEP by year end - RTD

PONTIAN: The Road Transport Department (RTD) expects the Vehicle Entry Permit (VEP) on all foreign vehicles entering the country through the Johor Causeway and the Malaysia-Singapore Second Link, to be implemented at the end of this year.

Its director-general Datuk Seri Saharuddin Khalid said the permit system was now in the final stage of tests, before being finalised by the Ministry of Transport.

“I am waiting for the final report which I expect to receive this October before getting a decision from the ministry.

“This implementation does not put pressure on the neighbouring countries as it only involves our business and our borders,” he told reporters after visiting a RTD personnel who had suffered a permanent disability in Kampung Sawah Dalam here today.

The VEP was previously postponed by the government to standardise its implementation in Malaysia-Singapore and Malaysia-Thailand.

Meanwhile, on his visit, Shaharudin said it was to hand over the retirement card to the personnel, Syamaizar Mohamad Yahya, 35, who was now bedridden after being involved in a road accident while returning from work in August 2016. -- Bernama

Dagang NeXchange - Riding the firmer oil prices and ICT earnings streams

We believe the 20.6% YTD correction in share prices is overdone and largely priced the expected National Single Window (NSW) earnings risks (post the expiry of its concession in Aug 2019), and potential MyCC penalty in July amid the Competition Act 2010 infringement (pending appeal). Nevertheless, we remain sanguine on DNEX’s long term prospects, driven by the growing contributions from energy segment coupled with its diversified and entrenched ICT businesses, with continued growth in trade facilitation services. Valuation is undemanding at 9.9x FY19 P/E (vs 10-year historical average 25x), supported by a resilient 7.3% earnings CAGR for FY17-20 and improving FY18-20 yields of 2.6-5.2%. Potential triangle breakout to spur prices towards RM0.425-0.45 levels.

Expect a stronger 2H18. Despite a tepid 1H18 performance, DNEX remains optimistic for a stronger 2H18, driven by expectations of higher portable container system (PCS) project installation. The group expects to install at least 30 units of PCS in 2H18 (vs. seven units in the last 12 months). Moreover, the group expects to see maiden contribution from the Touch ’n Go e-wallet network connectivity project. To recap, the group expects the project to contribute RM20m revenue/annum, with an estimated 35% net profit margin in the first three years after the project is operational.

On top of that, its 30% associate, Ping Petroleum is poised to deliver stronger earnings in FY18E, driven by higher average crude oil prices and higher sales volume, as the group announced a 20% increase in Ping’s total proven and probable oil reserves to 27m barrels (vs. 23m recorded during the acquisition in 2015).

Poised for a triangle breakout. After tumbling 20.6% YTD, DNEX has been building a base near RM0.37 in the last three months. We expect DNEX to stage a triangle breakout soon, supported by bottoming up technical. A decisive downtrend line breakout above RM0.39 will lift prices further towards RM0.40 and RM0.425 (38.2% FR), followed by the LT objective at RM0.45 (50% FR). Meanwhile, key supports are located at RM0.38 (10d SMA) and RM0.37. Cut loss at RM0.36.

根据KPMG Pulse的数据,全FINTECH投资在2018年上半年以创纪录的速度飙升,在875笔交易中投资579亿美元(2316.18亿令吉),比2017年全年的381亿美元大幅增加。金融科技报告。

资金挑战造成增长障碍
对于接受调查的FINTECH公司来说,融资仍然是个问题。由于大多数公司处于早期发展阶段,因此需要更多的增长阶段股权和资本。

然而,超过三分之二(68%)的受访者拥有不到一年的跑道来计划和筹集增长资金。事实上,45%的受访者依赖自筹资金。虽然大多数(76%)受访者同意有足够的资金渠道,但仍有52%的受访者认为很难自行获得资金。
Ernst & Young Advisory Services的合伙人兼马来西亚金融服务银行与资本市场咨询负责人Shankar Kanabiran :“与大多数初创企业一样,FINTECH公司可能会发现自己受到资金选择的限制。风险资本家和银行往往是寻求资金的第一站,尽管大多数人不会承担追踪记录不到三年的公司的信用风险。

在马来西亚,19%的FINTECH公司认为政府在资金支持方面给予了很高的支持,而50%表示有中等或中等支持,27%表示支持率较低。据受访者称,政府应该更容易获得资金(43%),提出更多的援助计划(29%),并有更广泛的标准(29%)。
人才和政府支持是部门增长的关键
该研究还显示,FINTECH公司发现人才短缺是一个尖锐的问题,超过一半(60%)的人表示他们所经营的市场缺乏初创或FINTECH人才。技术和软件方面的技能差距,产品管理,销售和营销。大多数FINTECH公司仍然依靠个人关系(57%)和建议(48%)来招聘人才。
受访者还认为,政府可以采取更多措施促进该行业的发展,特别是在早期投资中增加对天使投资者的税收激励(78%),并引入政策改革,以便更容易雇佣员工(78%)。
Shankar评论说:“在当地,所有接受调查的马来西亚FINTECH公司都表示,他们在招聘人才以满足行业需求和增长方面遇到困难,73%的人表示该国的FINTECH人才短缺。马来西亚FINTECH人才短缺的三大领域是技术和软件(73%),销售(27%)和合规(27%)。

资讯科技商迪耐(Dagang NeXchange ,DNEX,4456)去年6月买入浅水产油商Ping Petroleum(以下简称Ping)的30%股权。熟识该公司的行政人员告诉《The Edge》,由于原油价格在大约每桶60美元稳定下来,于未来几个季度,迪耐可从Ping获得优厚的回报。
购入Anasuria油田带来的优势

Ping的主要资产是其在Anasuria Cluster 油田(在北海苏格兰东部对出海岸)的50%股益。

据《The Edge》报道,Ping在Anasuria的产油成本很低,为每桶27美元,相比之下,目前的油价大约是在每桶63美元。

迪耐的能源部门为其税前盈利提供23.4% 或1,129万令吉贡献及为收入提供4,823万令吉或30.78%贡献。
维持“增持”评级

高盛预期迪耐的净利在FY16至FY19将以17%年复合增长率增长,并将受到其ICT部门及能源部门的盈利增长推动。

高盛维持迪耐的“增持”评级 ,并基于总和法(SOP)得出的目标价为0.740令吉,这只股昨天收报在0.440令吉。

Sumitomo Corporation (Sumitomo, Head Office: Chiyoda-ku, Tokyo; Representative Director, President and Chief Executive Officer: Masayuki Hyodo), is pleased to announce that their wholly-owned-subsidiary, Summit Exploration and Production Limited (SEPL, Head Office: London, United Kingdom; CEO: Kevin Smith) has been awarded 3 new exploration license areas in the UK continental shelf through UK’s 30th Offshore Licensing Round.

(吉隆坡11日讯)全球原油市场的基本因素加强,国际油价获得亚洲发展市场强劲需求支撑,使油气领域中短期前景备受国际油气业者及机构看好,预料本地油气业也可分得一杯羹,油气股评级及财测普遍获得加分。

达证券分析员日前出席2018年第34届亚太石油大会,总的来说,大会对中短期的石油业及价格前景普遍感到乐观。

全球多项利好支撑石油价格的前景,包括持续健全需求,特别是亚洲发展中国家如中国及印度、国际海事组织2020将推动原油产量以加强生产石油、美国页岩油产量成长放缓(因输送管受限)、美国制裁伊朗从而减少石油供应、委内瑞拉石油产量持续下降、经济合作发展组织库存达到5年平均新低水平等。

2大潜在利空

另一边厢,潜在石油前景利空则包括过高原油价格冲击市场需求、美国及中国陷入全面的贸易战。

根据国际能源署总监在会上指出,全球原油需求成长料来自各领域(除了电力业),主要成长来自发展中亚洲市场,特别是中国与印度。其中30%整体需求,来自亚洲区域的长途及重型卡车,石化的原料也是主要需求成长的主要动力。区域中产阶级的强劲增长,使拥车率走高将继续推动能源的需求。

油价料上探80至85美元

达证券将2018及2019年的原油价格假设上调至每桶80至85美元之间,之前预测为70/75美元,主要是市场对石油价格前景情绪已有所改善及石油上述基本因素已经加强。

有鉴于此,达证券对整体油气业保持“加码”评级,主要是偏高石油价格将推动更多油气领域的资本开销,从而缓和油气资产供应过剩的窘境及推动油气上游业承包商的赚幅复苏。.

油气股盈利预测调整

达证券指出,随上调原油价格假设,相应地调整研究名单下油气股的2018至2020财政年的盈利预测。

迪耐(DNEX,4456,主板科技组)的净利预测上调11.8至13.4%,反映联号公司——Ping石油受原油价格走高支持。

乐天大腾(LCTITAN,5248,主板工业产品服务组)的净利预测则下调2至7%,因产品原料及价格假设都有所增加。

国油化学(PCHEM,5183,主板工业产品服务组)的净利预测则稍为增加0.5至0.9%,以反映较高的产品价格假设。

沙布拉能源(SAPNRG,5218,主板能源组)的2019至2021财政年的财测则分别调整至净亏4亿1900万令吉、净亏8500万令吉及净利9200万令吉,之前预测则分别为净亏4亿9600万令吉、净亏1亿1000万令吉及净亏230万令吉,主要是从原油价格回扬中受惠。

乌兹马(UZMA,7250,主板能源组)的2019至2021财政年的净利预测,则上调5.1至7%,主要是将其填补新订单合约假设,从之前的1亿令吉上调至1亿5000万令吉
